LIFTING OF RESTRICTION: BAWNGKAWN TO DURTLANG ROAD AREAS, 2014

NOTIFICATION  No. 5.

            In continuation to the Notification issued vide No. C. 18016/21/2001-REV/Pt.I, dated 22^nd November, 2011, wherein lifting of restriction imposed on all Passes approved by the competent authority in respect of ‘outside Community Project Area i.e Bawngkawn’ was ordered. In this matter, the Governor of Mizoram is pleased to issue clarification to state that the said Notification actually pertains to cases of Shop and Stall Passes along ‘Bawngkawn to Durtlang Road’ issued by District Council (which was subsequently stayed for security reasons vide Order No. DLR/HP/AN-6/77 dated 24^th February, 1977). The said case is also a subject matter of a petition registered under Civil Rule No. 1400 of 1988 (People’s Union Civil Liberties Mizoram Branch & anr vs. State of Mizoram & ors). Thus, the said Notification dated 22^nd November, 2011 pertains to these cases alone.

1.         Greater portion of Khawtetlang area of New Serchhip had been declared as ‘Restricted Area’ vide Revenue Department, Govt. of Mizoram Notification No. K. 19011/9/96-REV Dated 9/9/1999.

2.         At present, Khawtetlang area is utilised by Govt. for setting up of DC, Serchhip’s Residential Complex which comprises DC’s Bungalow and Officers’ and Staff Quarters.  Apart from these, RMSA building was recently cnstructed and occupied. Mention may be made that PWD Quarters (2 blocks) were also constructed, however, officers/ staff from the concerned department are not occupying the quarters till date.

3.         As per Report received from the concerned Village Council, i.e., New Serchhip VC, Plans were made for around 7 Govt. Offices & Buildings including ICDS, SDEO, DEO, LAD, Health & FW, DTO and PWD (NH) for allotment of lands within the Restricted Area. However, the allotments were declined by the Government Departments and lands were sought elsewhere for their office establishments.

4.         The requirements of VCP, New Serchhip, as indicated in their letter to CM appears genuide and immediate.

5.         If it is the permission and approval of Revenue Department, scrupulous planning may be initiated from this office for House Site Plan within the ‘Restricted Area’ itself.

6.         The above points are for favour of kind information and further necessary actions.
